Heat a wok with oil and gently saute the
garlic until golden brown. Add the shallots and chilies. Continue to fry
until the ingredients are soft. Add the meat and stir frequenly. Add
sweet soy sauce, pepper, water, salt and sugar to taste. Simmer until
the meat is tender and the gravy has thickened. Add lime juice with the
cabbage and cook until tender. Serve hot.
